I attended lectures and tutorials - after all, if you’re paying tuition, why not get your money’s worth? - and was often surprised come exam time how many students were actually enrolled in the class.

Will real estate need to be appraised annually? What if market values crash and an individual’s “net wealth” falls below a threshold? Is prior taxation credited back?

It being a wealth tax, it would be based on “net wealth” (however defined) and not “earnings”.
How a government would define “net wealth” is an open (and potentially controversial) question. Based on historical book value? Market value? How is market value determined for owner/operator businesses?
To be clear (because I’ve seen this among other posts), it being a wealth tax, it is based on “net wealth” starting above $10 million (wealth being generally accumulated over time, but also possibly inherited) whereas earnings (which you wrote) is income, presumably in a single year.

In 2017 I read historian Donald Creighton’s “The Road to Confederation” in homage to the 150th anniversary of Confederation and one of the things that struck me from his description of events was how much “socializing” took place at every turn! It’s amazing they actually got anything done!
