It's a completely meaningless statistic. No one serious and well intentioned uses it.

When someone says they're just concerned about the immigration numbers, this is what they mean. They may have bought into a prettied-up version of this rhetoric, but it's racism all the way down.

A normal human being would more than likely punch you in the mouth for saying this, but this has ALWAYS been at the base of immigration restrictions. There is no argument for keeping people from a specific geographic location out that doesn't boil down to bigotry and white supremacy.
