Wouldn’t this be a version of mission creep. Proscription is for orgs so serious that even expressing support needs stopping. But now it’s ‘needed’ to allow proscribing less serious groups in more limited ways. I think that it needs to argued for rather be a logical step b/c the gov got embarrassed.
