I observe something different. If the weaker team gets a power play, the referees tend to later equalize it in favor of the stronger team for a tackle that is not even on the edge.

Because the defending (weaker) team tends to be more careful with defensive takles. Many of them are on the edge, but the referees are lenient because the weaker team is forced to defend. Otherwise, hockey would be unwatchable.
