I'm open to suggestions on how to improve this. At the of the day, we're just trying to make sense of the enormous amount of photos that are posted every day. We need _some_ sort of heuristic to help us filter through that. I'll be the last to claim that it's a perfect system though.

You could just... ask :) We use a mix of signals (appreciations, comments, whether a photo is suddenly trending, etc), we try to boost new accounts, and we hand pick favorites. I honestly know almost nobody personally.
