I just assumed that if you have to get the same number of teams to the knockouts but just allowing both home and away, you’re taking games from elsewhere in the calendar (assuming a net zero change in total games). Tha presumably is from group stages of qualification.

I agree that this isn’t ideal and I’m not suggesting that any of these are bad ideas but I’m just curious about the realistic logistics of your proposal. For example how is a neutral venue is decided? Is it just in neither country what if one country is closer? Or has more diaspora?

Sure. I mean I did say would you prefer a neutral venue earlier. And I would imagine changing the configuration of the groups but leaving the same number here would either result in many less games of importance for the rest of the national teams and more silly friendlies no?
