The best reason IMO to do something like that would be how it would play outside the US, especially if it's followed by real legal consequences. We'd probably be considered slightly less untrustworthy than we would be otherwise.

Re 2, IMO a big part of it has to be the way it's reported. With less polarization back then, the news media didn't have as much of an incentive to put their thumbs on the scale one way or the other.

OTOH, the stated reason for firing the AD was phrased in a really general way..."behavior not consistent with our core values," or something like that. Some managers would have benefited from a little more specificity, I think.
On the one hand, I'm lucky; where I work, several years ago an associate director was fired for, AIUI, *not investigating* a report of abuse. The probable abuser and the directorate HR person were also fired.
