Is there a difference between:
A. Debt ceiling shutdown: where the spending has already been enacted in law.
B. Unfunded agencies: where Congress has not appropriated future funds to an agency.
A is an artificial crisis, but B is real. Agencies must terminate if Congress has not funded them.
Is that required in some legal document?
