To ensure energy security, the EU should continue to reduce fossil-fuel demand and build up strategic gas reserves to weather short-term disruptions.

Europe therefore remains vulnerable to shocks in global fossil-fuel markets. For example, prices spiked after the US-Israel attack on Iran in March 2026, just as Europe faces the challenge of refilling its gas reserves after winter.

The structure of energy markets also limits US leverage. US energy exports to EU are seaborne. Cargoes can be redirected between regions in response to price signals.

The US supplies about one-fifth of the EU’s imports of natural gas, crude oil, coal and uranium, worth around €70 bn in 2024. Yet the EU depends less on US energy now than it did on Russian energy in 2021.

We argue that the EU's energy import dependence on the US is not comparable to the historic Russian situation.
A scenario in which the US uses this trade to extract political concessions from the EU is far-fetched.
