This has been a feature of many procurement contracts IMHO - make less on the bid to build but squeeze on support once in the field and too expensive politically and actually to write off.
US did this a lot with systems where tied in for support and any update.

Absolutely and I take issue with Robertson bringing welfare into it too.
But saw concerted effort to shutting down Robertson and Hill criticism of inaction by 'playing man, not ball' which has a definite Treasury feel just like MoD and ministers have spoken to them both saying getting nowhere

You didn't answer the question about the SDR because the answer is no you didn't.
The SDR essentially says do not just spend all your money on overseas kit you have to build, develop and buy UK made for security for resilience - ie we can't rely on US one of the authors of whom is said Robertson
