If we fund onsite performance, it will kill a significant source of revenue for affordable housing providers, and we depend on those to keep people housed.

But there is a workaround that can keep all parties whole, without wasting taxpayer money.

I agree that if we are going to have inclusionary zoning, we ought to fund it. But in Seattle, where this has been an important revenue stream for affordable housing providers, funded inclusionary zoning presents a problem.
