It does lasting emotional and psychological harm to teach a child that people can hurt them and no one will stand up for them or make it stop.
But people trivialize it and victim-blame when adults who survived this have baggage.

No parent intentionally sends their child to school to be mistreated.
No child inherently deserves to be mistreated.

It's abuse. Full stop. Even if kids don't know better not to treat each other these ways or are acting out from their own issues at home etc, the responsibility lies with the adults in the room to prevent harm for their charges.
