I'm really out of ideas, also I just noticed that the wheels are also in a weird position so maybe something's not working correctly with the original file if you're using blender try making a backup and then apply all transforms, modifiers except armature and bake the animations and try again

Did you try making the empty a child of the bone? If that didnt work maybe applying the transforms in blender would help, honestly is kind of a weird bug

I would set an empty object as the child of the truck and the set the container as a child of the empty

It came down to this, its all or nothing now.
