People still use it because everyone is still on it (plus the years of accumulated sticker packs). It was never as secure as some people claimed but frankly most people aren't bothered about that (until it affects them directly)
In fact, who *would be* the market for this? Who would want their voice replaced by a robot when talking to friends/family/Dmitry for the weed? It's not saving you time and it's not some work-oriented obligation you don't particularly want to do, so why?
The AI message function on Telegram has to be one of the most tone-deaf implementations of AI so far. The only people using Telegram are Russians, furries, and drug dealers (or combinations thereof), NONE of whom would be inclined to use this garbage
