Totally agree! Feel like it's more a matter of emphasis, but a lot of the pre-distribution types talk as if it's the only thing that matters (when I'm sure if pressed, they'd acknowledge the importance of the welfare state, etc.)

Bruenig clearly does not disagree with your point re: structuring the economy; he's for sectorial bargaining and other wage compression policies. His point is that pre-distribution can never be sufficient since the market only generates income for workers and half the population doesn't work.
