Wonderful weather in Vancouver, BC today. Was able to go for a nice walk in my Hastings Sunrise neighbourhood and take some pictures with my Canon Powershot A720.

I do not feel it is onerous as you are making it out to be. At my university, NIH payment requests are made via a central office, and not by the PI themselves. My interpretation is that the justification can be as brief as "reimbursement of payroll and supply expenses for xxx program."
