As I see it - it is pure greed without a reason. I bet he has a number of oil drilling friends who would secure him a shitload of money in exchange for access to oil fields. A petty stuff like allies, treaties or (eye-roll) world peace will not halt the way of real business.

I am awestruck every time by the tiny details proving a mastership of ink craft in the old comics. The perfect perspective of Flash lying on the sand, a limited yet accurate number of lines of his hair, contrasting dark bottom part of snake's head in panel four. Man, they knew how to INK.
