The 2003 Texas redistricting deliberately diluted Black and Latino voting power. One district (CD-23) was so bad the Supreme Court ruled it violated the Voting Rights Act. Maps were redrawn to dismantle districts held by people of color and silence their communities…for partisan gain.

Texas has mostly stuck to once-a-decade redistricting after each census: 1901, 1909, 1933, 1957, 1963/66, 1971, 1981, 1991, 2011/12, 2021.
1930 & 1950 censuses? Delays. Court intervention.
Mid-decade redraws? Just 2: 2003 & now 2025. Both racist. #texas
