In light of Sim saying that he said Orr dealt drugs based on seeing a mystery photo from a mystery person, I think it’s important to reflag this.
If this is an uncharitable interpretation, the mayor is free to provide more details of how he ended up seeing such a photo and believing it.
I've been told that Ken Sim told his team that a stranger waived a physical photo at him during a Chinatown event and falsely claimed that it was Orr dealing drugs on Christmas Day.
The mayor doesn't remember the specific contents or style of the photo, and can't remember who showed it to him.

Nobody around the mayor thinks "spend multiple days explaining why you falsely accused a councillor of dealing drugs on Christmas because you uncritically believed shit a member of the public waived at you" is a good PR strategy
Sim abruptly leaves after three questions, not answering who gave him the photo or if he will post an apology on WeChat, saying saying that’s all the time he has.
A question is asked of a member of the mayors’ office, who says “send us an email” and leaves.

I do not know the record — number of speakers aren’t automatically recorded in minutes, though there were a number of motions in the Stewart era that got close to 200.
But this means a vote on the preliminary budget likely won’t happen for a week or two.
