Question for political scientists/economists: obviously trump has in numerous times tried and or successfully violated the role of law. But this is not limited to him. Obama infamously killed a U.S. citizen without due process. So my question is whether these violations are ever quantified.

I realize maybe tit-for-tat is not the right word to use here but say I am a referee and for some idiosyncratic reason i don't like something in a paper. If I am a repeat referee I keep rejecting the paper. The tit-for-tat can happen if the authors learn my identity and use the same strategy on me!
