The resource of magical batteries is limited, both in terms of capabilities and amount, so you need to use them wisely. But the power is enough to fight the evil, so the lack of mages in the army is compensated by magic battery users.

Magic in the Trigger universe is a resource. Not all people have a spark (a spark is a blessing from the gods/source of a mage's powers), so some mages are able to sell their magic without worrying because their magic resource has no limits
