There is a lot of internal party work that goes toward making sure only approved people can raise money, get endorsements, get media coverage, get access to party infrastructure. Their abilities are finite and people do breakthrough, but a LOT of people are shut out

there is a caveat that the choices available to the voters are managed by the incumbents (to the best of their finite abilities), which leads to the party still being out of step with what the voters actually want and having its own independent institutional outlook
