It said that programs that receive federal funding cannot discriminate against disabled people. For years after the Rehabilitation Act was passed, the government delayed enacting section 504.

The San Francisco 504 sit-in was successful because they had community support and cross-movement solidarity. Organizations like the Black Panthers helped support the disabled protesters, providing food and supplies to ensure their safety and success. The 504 sit-ins successfully won the implementation of Section 504. This is still the longest occupation of a federal building ever.
