Long before they can do anything about it. Most likely though I would first introduce him as an "all powerful necromancer" around 5th level. Maybe have him Finger of Death an NPC just to prove a point. Have them figure out the Lich part at 15th or there about.
I think the Lich. If used properly you can easily use one for an adventure spanning levels 1-20.

I just put them in Elturel. Them being in BG does nothing for the story. So they were just in Elturel when it sank. Then they got to see why they need to save the city.
I've run it 2x. It is bad. The beginning doesn't even go anywhere.
