Questions for the government This analysis suggests a number of straightforward questions which the government should address: Will the government publish a clear breakdown of the profile over time of the most likely savings and costs of the proposed reforms, before the proposals are finalised? How much of the £10bn lifetime estimate would actually be affected by delaying ILR, as opposed to costs arising later in life? What is the estimated fiscal impact of the policy over the next five years, the period relevant to the fiscal rules? Does the government expect these reforms to reduce settlement by encouraging migrants to leave? If so, what is the short-term fiscal impact of that? What are the expected savings from reduced access to benefits, in cash terms, and how do they compare to the tax contributions of this cohort? What assumptions have been made about behavioural responses, including exit and reduced inflows? What assessment has been made of the policy’s impact on higher-paid migration, which has a strongly positive fiscal contribution? These are not technical details. They go directly to whether the policy achieves its stated objective of improving the public finances
