I think it might be very difficult or rare from my reading. But if it isn't possible, that ticks "all the domestic avenues exhausted" box for the individual claimants should they wish to sue the UK for breaching their HR.

If the CoA says no, I think they can appeal direct to the SC, but it would seem unlikely to succeed. But once all internal avenues have been exhausted, the individual applicants may choose to sue the UK at Strasbourg.

The gay rights movement I was a part of in the 1980s and 90s was not aiming for ‘toleration’.
Mere acceptance was not enough.
How would that help the isolated queer kid?
No. We wanted that child to know they would be loved and celebrated just as they were.
