Making it official changes the demographics of the country in a big way. It will require either making the apartheid official, or giving rights to a very large minority.
I would love to see data on trends in dowry. I can't find anything more recent than 2020. (so someone who knows, please point me in the right direction!) But if marriage age & female LFP are rising, & dowries are falling, that could be a reason.
