It was -very dumb- to put CoD on Game Pass day one in the first place but they needed to make that argument to ram the acquisition through the court of public opinion. That and the eternal Xbox "it'll probably work itself out" mentality.
I really so genuinely think that game not performing to Microsoft's expectations (which were likely sky-high to start paying for the acquisition to begin with) has caused an existential freak out at that company as no one wants to be blamed for why
