There may have been a couple of utilities that joined a brief actually defending the CPP.
And while nationwide we achieved the CPP targets pretty quickly, that's somewhat different from compliance, which fell on individual sources.

Sorry to disagree but you've stepped on a pet peeve. The utility industry via EEI did not support the CPP in WV v EPA. It argued against an extreme decision that could have jeopardized their shield from tort liability under the CAA.
Coincidence that I filed a comment in this docket yesterday and then FERC announces the very next day that it's taking action? Yes. Yes it is.

I filed a brief for the Organization of PJM States (OPSI) in defense of FERC Order No 1920, which requires long-term regional transmission planning.
The brief emphasizes that protecting consumers requires coordinated fed-state action.
