Yes that's definitely right. Japan's reported idea reminded me somewhat of the investment promotion chapter in the India-EFTA TEPA, where there's a goal in terms of EFTA FDI into India specified.
Ah ok, as in they are often either recycled announcements, commitments without a clear time frame etc.
