Conventional wisdom says you need 20-25 soldiers per 1000 people being occupied, and it would be a military occupation at that point. They would need 7 - 9 million soldiers, plus logistics and support. The current total US military sits at around 2 million people including active duty and reserves.
They can't do martial law in the US.
The country is too big geographically and population wise, and they don't have enough man power even if they use every single person on active duty in every branch of the US military in the entire world.

Morn was away taking a professional piloting course. He passed too! He can now legally pilot freighters in excess of 3,300,000 metric tons within Federation space.
