I think this is roughly true, but puts a lot onto the finer points of what it means to get the thing done. Is “The house doesn’t fall over in a year” part of the job? Is “you will be able to do similar problems easier next time”?

There’s something to this, but I also think the reality of policing in America puts people in situations with no good options, so when they pick the least-bad one — tolerating antisocial behavior rather than potentially getting somebody killed by a cop — they convince themselves it’s good, actually.
