I think most Saiyans would struggle to blow up a planet. I *think* Nappa could, although not easily, but he is at the highest tier of power below Vegeta 3 and Vegeta we know.

power scaling in dragonball is actually pretty consistent*, and you can watch Goku's growth throughout to become Strongest under heaven. Raditz is naturally x3 that.
