4) In other words: (i) Grounds participation in Palestinian rights, self-determination and statehood & int’l law, (ii) Gives key Muslim states leverage, (ii) Avoids Muslim disunity, (iii) Avoids angering Trump, (iv) Effectively conveys to Israel a mild version of ‘No Justice, No Peace.’
3) What it says: Support Board as “transitional administration” based on UN Res 2803 and "the Palestinian right to self-determination and statehood in accordance with international law, thereby paving the way for security and stability for all countries and peoples of the region.”
2) What it does: (i) Re-grounds effort in international law. (i) Creates Solidarity. Joining together as a group is more powerful than acting alone and signals they will negotiate as a block—possibly leave as a block. (iii) Avoids rejecting/angering Trump.
