But why not start to sanction all the traffic to and from Russia first.
Bunkering, supply, crew change on vessels to and from Russia on none sanctioned ships is still permitted in EU.
No, but it may have consequences of stricter controls or refusals, delays etc in some countries.

I don’t think Denmark will do anything in the foreseeable future.
Denmark controls too much shipping tonnage directly (flag state) and shipping companies to risk problems for their industry.
Hopefully a lower risk for Sweden when potential oil spill is further away.
Longer transit for ships gives lower capacity (if ships was the limiting factor) and more fuel consumption.

My guess is because the master is responsible for operations onboard and it was a small amount of residue.
The big 💲 is vessel potentially being off hire and the extra fuel cost.
If the incident gives rise to a PSC and deficiencies is found this can lead to detention of the vessel.

On PSC I would guess so, MARPOL violations is grounds for a inspection and both Sweden and Spain is members of the Paris MoU.
Hopefully the different agencies communicate effectively.
The real cost in this case was the diversion from route (fuel and time) and potentially vessel becoming off hire.
Bulker free to leave after master admitted violating the Swedish Environmental Code and has deposited money for future fines.
Hopefully ship owners inform their crew about the fines and consequences of dumping in Swedens EEZ and waters.
