Sure - but that's several steps more hassle and less impactful for bills because you have to remember to run stuff on it all the time. Impact / panel is bound to be much lower. But you're absolutely right that people can do that now.
I don't think anyone in the US is yet providing tech that meets the safety requirements in the law (and the gov hasn't signed it yet), but I'm sure the market will get to work on that quickly.
