You're right that many of the decrees enacted under the relevant article of the French legislation deal with both imports to and exports from Russia. But the press release doesn't offer us much to go on.

Time flies—I can't believe that today marks the start of my tenth year as a clinical law teacher! But it's just as fun and impactful as on day one!

I couldn’t say based on the current publicly available information and my quick read of the relevant French laws. But I was struck by how the provisions to which the press release alludes form the legal basis for parts of France’s export control and sanctions regime against Russia.

Too soon to tell, but will be interesting to see what comes out from France in the next several days.

The decrees enacted pursuant to this provision refer to various controls France imposed on the export of dual-use goods to Russia pursuant to the 2014 invasion of Ukraine & its involvement in the Syrian civil war. (Example below)
