My pet peeve with that headline is that bikes are often EVs!
Extend the current grants available to buy electric cars though to other EVs, then that would help bring about radical change, especially to urban environments.

My wife got an EV in response to a disability.
Long COVID prevents you from doing so many things.
Fortunately, after a year she was well enough to use an electric bicycle.
This offered freedoms, and a mental health boost that our car couldn't.
