Yes--I think one of the open questions is how we get the NEC to update accordingly.
The UL1741 certification will be hard (impossible?) to get. However, there are already inverters that prevent backfeeding, as I understand. Pearce's study has a mention of these.

Cities are a fairly good example for folks. But I worry about the shift from industrial/commercial into residential. Isn't that deceptive? Seems like comparing apples and oranges.

Yeah--not a good market in that scenario. Lots of market power obvious if RE is excluded from capacity mechanisms.
Clearly a problem when Gov. Shapiro had to ask special favors from the RTO to reconnect TMI.
It seems like a better place to end up would be rethinking much more of how RTOs operate their markets.
