“The mandate of the government is not ours,” said Tim Janssen, a co-founder of Sofar, which has created a network of buoys that deploy from vessels and aircraft with sensors to monitor ocean conditions. “It would be impossible for us to spend millions of dollars to do something just for societal benefit, [when] there isn’t a direct business case.”
NOAA cannot just rely on outside providers for weather data.
The costs of deploying and operating upper air, radar, weather station, and buoy networks, and other sensing platforms like satellites are far higher than the $27 - 30M Congress wants to give NMP.

This work began as an undergraduate research project of Leia's many years ago as a follow-up to some of my PhD dissertation work in the stable boundary layer, and it is extremely satisfying to see this come to a culmination in a peer-reviewed article.

We found that uncertainties in wind speed, wind direction, and potential temperature can be significant over typical averaging periods (a few seconds in rotary-wing UAS vertical profiles). Increasing sampling time by flying more slowly or with successive profiles are ways to mitigate these errors.

Much work has been done in the #UAS community to minimize errors due to sensor integration and calibration techniques, but this study digs a bit further to understand how errors arise due to not collecting enough measurements to capture the underlying variability of the atmosphere.
