I would say that this team basically stopped integrating prospects into the team from 2018 onward. It's like they thought that having a window open meant zero prospect development into the NHL.
I could be wrong but I seem to remember Elliotte reporting that Chevy told Maurice he had to play one rookie Dman that year and he chose Stanley over Heinola.
