There is so much corruption to be measured in dollar terms. I believe Trump also places a monetary value on political power, and his graft includes things he does just to expand his political influence. He will do anything to accumulate the ability (in his mind) to tell anyone, anywhere, what to do.
The government stopped using Alcatraz as a prison 63 years ago because of steep operating costs and logistical challenges. Trying to reopen it would be an enormous waste of taxpayer dollars that would be better spent improving existing federal prisons.
