Yup. I visited Umea in Northern Sweden in winter and people were biking everywhere in the snow and ice. Bicycles have a 24% commute share. The average January high/low temps are 20°F and 5°F (-7°C / -15°C).

MARTA released final schedules for the NextGen Bus Network, which redesigns routes, cuts infrequent routes, and greatly increases frequency. We'll finally have several true high frequency busses! The new network launches Saturday, April 18.

That's a very disingenuous description of how a condo board works. It's critically necessary to provide a structure to maintain common space, building insurance, etc., and they have elected boards. A condo building literally can't operate without one.
