If that doesn’t work, it could be that it can’t calculate what you’re trying to do and it’s throwing an error. Look in the bottom of the window for error messages and give any messages a google.
It could be that you have some extra geometry there you can’t see, overlapping lines and stuff like that. You can try hitting A, then M, and in the bottom left open the little box and hit ‘by distance’. Then hit enter or click off. It should dissolve away any overlaps. Then try again.
Also experiment with ctrl+F and ctrl+E in more complicated areas. I can’t see the whole geometry so I can’t say what would work better but that’s a good place to start.
You may also add material with a Boolean modifier too, depending on what your final vision is.
