So many interesting dynamics at work: selective state enforcement of federal treaties, bill introduction by a democrat (but is a bipartisan opportunity to undermine tribal sovereignty), tribal sovereignty being used to maintain antiblack policies by not enrolling freedmen in the first place
A new, novel approach for Freedmen enrollment by going through the state legislature. House bill 1118 would make tribes who fail to enroll Freedmen descendants according to their 1866 treaties forfeit all cooperative agreements & contracts with the state + forfeit state funds that benefit the tribe
