There is a built-in check to ensure that the deterministic snowfall forecast from the WFO is within the bounds of the 10th-90th percentile, so you *shouldn't* see a forecast outside this range.

I'm not sure if it's different in Eastern Region (I don't think it is, but not 100% sure), but in Central Region, these maps are generated automatically from an internal tool. These maps used to be run using NBM, but there were some problems with it, so we switched over to the WPC ensemble.
I had made a post about these insane snowfall ranges. It might actually not be the NWS Mount Holly's fault, especially if these are the 25th to 75th percentile ranges of the model spectrum, which is usually the default used for these kinds of maps.
NWS meteorologist here. It actually looks like the heaviest snowfall with this storm is coming Sunday evening through Monday morning when air temp is expected to be below freezing. Also, snowfall rates in excess of 1"/hr is more than enough to overcome warmer pavement temps.

I just had to see if the NWS NY office posted this publicly, but I don't see it on their Weather Story graphics, DSS Packet, or social media. It appears they went with this deterministic map.

Interestingly, despite how well below average we are, we barely hit Cold Weather Advisory criteria in only a few spots. Very much below average this early in the season, sure, but in the grand scheme of winter, it's really not outrageously cold.
