When I'm in charge of budgets for shows, having a surplus is nearly AS BAD as having a deficit.

It shows that you budgeted poorly.

A fucking 9.2 billion Euro surplus with over 5 and a half thousand homeless children is nothing to be proud of.

No 5. Energy credits? Why?...if there is such a surplus, why just hand the money directly over to energy companies, why not invest directly in private solar and public renewables. Energy credits is lost money.

I have other thoughts but that's enough.

There are technical and legal hurdles to overcome here but the Germans have shown us the way, there just does not seem to be Irish political will, perhaps because part of that is a tenants right to solar in Germany trumps the landlords/management company's right to object on aesthetic grounds.
