I know a lot of journalists use it, especially those writing for a foreign audience, which is understandable, but doing so contributes to our civic illiteracy. A by-election fills a vacant seat. Elections Canada did not conduct a special election yesterday; it managed three separate by-elections.
"Special election" is an Americanism that has been adopted by journalists. We have by-elections in Canada. You will not find the description "special election" even once in the Canada Elections Act:
