Railsea and Iron Council could be missed, IMO. I ADORED the City and the City, but it gets mixed reviews.
The Scar was the first Mieville I read (not aware it was a sequel when it was new). Embassytown is also amazing.

It’s so routinely impossible to find someone to unlock something that I have left without things I specifically came to buy. Nevermind picking something up that looks useful on a shelf.
Letting the batteries in the call boxes die sure doesn’t help either. What a nightmare they predictably built.
