With questions like this, we need to ask “in what context are we asking the question, why are we asking the question”. We then need to ask what is the appropriate way of deciding such a question given the context. When these questions are not mere games, they are mostly tax questions.

To my kid. I think if anything we have and do give parents too much leeway in many cases. My kid in my view has a right to a free fair and COMPLETE education. My child has a right to needed healthcare. That means what it means.
